Despite the adversities of the Russian war of aggression, Ukrainian cities continue to push forward with the decarbonization of their energy supply. econcept has been supporting the cities and, since 2025, has been leading the implementation of the project "Municipal Energy Management Certification Ukraine" in cooperation with Brandes Energie and GFA Consulting Group.
Even before the Russian invasion, Ukraine had one of the highest energy intensities in the world, which is why energy security has always been of great importance. In light of the massive destruction caused by the Russian invasion and efforts toward a green reconstruction (“build back greener”), Ukrainian cities are facing major challenges in improving and decarbonizing their infrastructure and energy supply.
The project “Municipal Energy Management Certification Ukraine” (MEMCU), launched in 2023, follows a preparatory project study on the introduction of the certification system, which was also carried out by econcept in cooperation with Swiss and Ukrainian partners. The goal of MEMCU is to advance the implementation of the European Energy Award eea / Label Energiestadt over the next five years and to enable additional cities to pursue efficient and climate-friendly urban development. Currently, eleven Ukrainian cities are in the certification process. The local implementation partner is the Association Energy Efficient Cities of Ukraine.
MEMCU consists of four components:
1. Creating favorable framework conditions for the eea at regional and national levels.
2. Aligning activities in Ukraine with the European association of the eea and with various sustainable urban development programs, such as the Covenant of Mayors.
3. Training cities, authorities, and energy professionals and empowering them to achieve the project’s goals while building relevant networks.
4. A fund of CHF 4 million for demonstration projects to support concrete implementation efforts and showcase the application of best practices in the cities.
