The social security system is faced with considerable challenges today as a result of demographic and societal change, new constellations of risk factors and the increasing costs of the benefits systems. To some extent, these factors call into question whether the current state frameworks and institutions are fit for purpose. econcept is playing its part in ensuring that the health and social care systems in Switzerland are developed in ways that are sustainable in the long term. Our main areas of focus are on assessing the design and effectiveness of state social security and means-tested benefits systems, occupational and social integration measures, family and youth support, disability and equality and the evaluation and management of the healthcare system.
We analyse the provision that is available across the board and the balance between supply and demand in the health and social care system. We also help institutions involved in nursing, health and care of the disabled and the elderly to develop efficient measures targeted at specific groups. In addition, we provide advice on the creation of management tools and practical instruments and lay the groundwork for refining these with our evaluations.

We offer tailor-made evaluations and analyses of social statistical data – from data collected by the Swiss Federal Statistical Office (BFS) to case management data to data we have collected ourselves. We also develop conceptual bases and indicators for monitoring and targeted management systems and produce models and data-based testing tools.

Analyse und Beurteilung der Prämienverbilligung
Mit unseren Analysen konnten wir nachweisen, dass der Kanton Solothurn bei Prämienverbilligungen die für die obligatorische Grundversicherung bei Krankenkassen die bundesrechtlichen Vorgaben einhält und die anvisierten Zielgruppen unterstützt. Zusätzlich haben wir Tarifanpassungen zugunsten geringerer Fehlanreize und besserer Unterstützung geprüft.

econcept evaluierte erneut das Mikrokredit-Projekt "GO! Ziel selbständig". Im Zentrum der Evaluation standen der Nutzen des Projekts für die Zielgruppe sowie die monetäre Kosten-Nutzen-Bilanz.
